Go to any sourcing leader and ask for stories of an entire season being quietly derailed by a single delayed approval in apparel sourcing! Lead time is just one of many pain points in fashion sourcing – one that triggers cascading sampling rework, pushes fabric bookings into peak mill congestion and ultimately forces brands into late deliveries or heavy markdowns.

Industry data shows that just a 7-10 day approval delay can inflate total lead times by 20-30%, eroding 2-4% of gross margins through missed selling windows and excess inventory.

Despite rapid digitization, instant communication tools and global sourcing platforms, lead times remain one of the most stubborn pain points in apparel supply chains, particularly in India. 

For brands chasing shorter fashion cycles and factories juggling volatile order books, sourcing has become a paradox: more connected than ever, yet slower where it matters most.

This article investigates why apparel sourcing in India continues to be time-consuming and arduous, the structural bottlenecks that inflate lead times and how data-backed technology interventions can realistically compress timelines without compromising reliability.

The Lead Time Reality Check

On paper, India should be a fast sourcing destination. It has one of the world’s largest textile ecosystems, abundant labour and growing manufacturing capacity. Yet, industry data paints a different picture:

  • Average end-to-end apparel lead times from India range between 90-120 days, compared to 45-60 days in more vertically integrated regions.
  • Sampling alone can consume 20-30% of total lead time, especially for fashion-forward styles.
  • Internal approval cycles at brands often take 7-14 days per iteration, multiplying delays across multiple development rounds.

The result is a supply chain that struggles to respond to demand volatility, forcing brands to either overcommit inventory or miss selling windows.

“Brands are constantly racing against time to launch products on schedule to achieve optimal sell-through and maximize revenues. As a result, lead time is one of the most critical topics in sourcing and any delay across the supply chain has a severe impact on the industry,” commented Kumar Prashant, Team Head – Apparel Sourcing & Production, PUMA Sports India Pvt. Ltd.

Kumar added, “For us, this begins at the concept and design stage and continues through final delivery to warehouses and stores. A 7-10 day delay in design handover can trigger 15-30 days of development and approval delays, leading to capacity losses with Tier 1 and Tier 2 partners and pushing final warehouse deliveries 30-45 days beyond planned launch dates. In cases involving new material development, such delays can even result in a missed season, causing brands to lose key fashion trends and incur significant losses.”

Mathilde Liegeois, a sourcing specialist, points to another important dimension of the problem: the capability gap during product development. According to her, India is still not at the same level as sourcing hubs such as Bangladesh and China when it comes to developing complex sportswear products. Factories can take considerably longer to arrive at the right garment, particularly when the product involves the technical details and performance expectations associated with sportswear.

The fabric itself can add another layer of complexity. A significant proportion of technical sportswear fabrics used by Indian manufacturers is imported, often from China. This means that fabric development and availability can become a bottleneck even before the first physical sample is ready.

In other words, time is not being lost only after an order is placed. It is often being lost much earlier, during product development itself.

The first sportswear proto – particularly for woven products – may not meet the expected specifications, requiring multiple iterations before the product reaches the desired level. In markets such as China, where the ecosystem and factory experience in these categories are more mature, this development cycle can be considerably faster.

This also highlights an important distinction in sourcing: India’s capability is not necessarily uniform across product categories. Factories can be highly competitive in products suited to the domestic and traditional export market, but the gap becomes more visible when brands introduce technically complex products with higher performance, fit, construction and finishing expectations.

As Mathilde observes, the expectation level itself is different. The Indian domestic market has historically operated with comparatively different consumer expectations than Western markets. As Indian manufacturers increasingly target global brands, however, they are being asked to meet a much higher and more complex product standard – particularly beyond relatively simple products such as basic T-shirts.

A Real-World Sourcing Example: Where Time Is Actually Lost

To understand why lead times stretch, let’s consider a typical medium-size bulk order of 25,000-40,000 units for a woven fashion top sourced from India for a global fashion brand.

Indicative sourcing flow and timelines:

  1. Design Finalisation & Costing (7-10 days)
    The brand shares tech packs and initial BOMs with multiple vendors. Costing discussions move back and forth over email as fabric options, trims and compliance requirements are clarified.

Gap: Incomplete tech packs and late sustainability or compliance inputs trigger repeated revisions.

  1. Sampling & Fit Approvals (20-30 days)
    Proto → fit → revised fit → size-set samples are developed. Physical samples are shipped internationally for approvals.

Gap: Feedback is often sequential, not parallel. A single delayed comment can push the next iteration by a full week.

This is where the product-development capability of the factory becomes particularly important. A detailed tech pack can communicate measurements, construction and specifications, but it cannot fully substitute for the factory’s experience in interpreting and executing a complex product.

Mathilde highlights an interesting development here: AI tools are already helping bridge part of this communication gap. Designers can use AI to visualize a design as a photorealistic image and attach that visual reference to the tech pack, giving the factory a clearer picture of what the finished product is expected to look like.

The limitation, however, is that visualization alone cannot replace manufacturing experience. A factory that is relatively new to sportswear may still need several iterations to understand the right construction, details, materials and finishing required to achieve the intended result.

Gap: Technology can make the product intent clearer, but the lack of category-specific factory experience can still extend the development cycle.

  1. Fabric Sourcing & Lab Dips (25-40 days)
    Once styles are approved, mills are approached for greige fabric, dyeing and finishing. Lab dips are submitted and reapproved.

Gap: Fabric booking typically happens after order confirmation, pushing brands into peak mill congestion and longer dye-house queues.

For technical sportswear, however, the bottleneck can start even earlier. When suitable fabrics are imported, particularly from China, the development process itself becomes dependent on fabric availability, supplier lead times and the ability of the factory to work with those materials. As a result, even producing the first correct sample can take longer.

  1. Bulk Order Confirmation & PO Release (7-10 days)
    Internal brand approvals, margin sign-offs and quantity splits delay final purchase order release.

Gap: Factories remain unable to lock capacity or raw materials without a confirmed PO.

  1. Production, QA & Shipment (30-40 days)
    Cutting, sewing, finishing, inspections and export documentation are completed.

Gap: Compressed production windows increase defect risk and last-minute air shipments.

Total elapsed time: 90-120 days

What’s striking: actual value-adding manufacturing accounts for less than 40% of this timeline. The rest is lost to waiting: approvals, clarifications and misaligned decisions.

And in technically complex categories, an additional portion of that time is consumed before production even begins – in getting the product right.

Technology as a Lead Time Lever

Shortening lead times does not require radical reinvention but it does require systemic digitization. Of all available tools and methods, thoughtful implementations of the three – PLM, AI-driven forecasting and real-time collaboration tool, can do wonders!

1. PLM Systems: To Create a Single Source of Truth

Modern Product Lifecycle Management (PLM) platforms centralise design, costing, approvals and vendor communication. By giving every stakeholder access to a single, up-to-date tech pack, PLM systems eliminate version confusion, enable parallel reviews and reduce bottlenecks caused by sequential feedback.

For example, a fashion brand using PLM cuts approval cycle times by 35% and reduces sampling iterations by 2-3 rounds, enabling faster order confirmation and production planning.

This allows early detection of potential delays, such as a lag in fabric shipments or a bottleneck in cutting, enabling proactive corrective actions before production fell behind.

Let’s take another example: a brand can use the similar platform to monitor sampling progress across multiple factories in India. When one vendor’s sample approval was delayed, the system automatically flagged the dependency, allowing other teams to adjust parallel tasks and prevent cascading schedule slippages.

Robust PLM systems, 3D sampling tools, advanced planning software, and ERP/WMS platforms can improve visibility and control across design, production, and shipping. However, these systems come at a cost and are often challenging for startups to adopt fully. Given that the apparel industry remains largely people-driven, it is equally critical that all stakeholders clearly understand their roles and adhere to defined timelines.”

In the next phase of apparel sourcing, speed will belong to those who eliminate friction, not those who push harder.
